I will most likely pre-transcode the master using AME to make the DVD's MPEG2 file. I'm not a huge fan of using Encore as the front end of AME for the transcode - Encore seems to crash a lot if you drop in assets that need transcoding so I prefer to drop in pass through assets.

I'm happy to drop the master video (DVCPRO-HD 720p in MOV wrapper) into x264 to get it bluray compliant instead of transcoding with the Encore/Adobe Media Encoder engine if it makes a better picture (or legal for that matter) too.
